You could configure your TACACS to authenticate
locally on router when TACACS is offline as for the
statements I think is as follows , correct me if I am
wrong

aaa new-model
aaa authentication banner ^CCCC TACACS Server is
Currently OFFLINE ^C
aaa authentication login default group tacacs+ local
