  I have a question here? should you have an administrative distance defined 
on your static route? 

ip route 1.1.1.1 255.255.255.255 BRI0  ??? 200

ip route 1.1.1.1 255.255.255.255 BRI0  X.X.X.X 200

   The X.X.X.X is the next hop IP Address and the 200 is your administrative 
distance.
