In many cases, your resume will be seen by an HR person before it goes to a 
technical manager. That HR person may have no idea what the letters after 
your name mean, and will not know the order of things interms of the various 
cert levels and tracks. They are simply looking for keywords.

If you list everything, chances are greater that they will find the keyword 
that they want. Also, in cases where they receive many resumes for a single 
position, not every one of them will ever get an interview. They tend to 
select the resumes that have the most keywords that they are looking for.

So even if your letters seem redundant, it may be that
(CCNA + CCNP) > (CCNP) to the HR person. Consequently you get the interview 
and the person who listed only CCNP gets passed by.

This happens, take my word for it.
