Do they happen every 10 seconds? I believe they are keepalives. That's how 
a Cisco router knows its Ethernet port is working. This method probably 
seems pretty inefficient, but actually it doesn't use much bandwidth, and 
at least it sends to itself and doesn't really bother anyone else.
