Igor, That is one way to look at it and probably how they came up with
0.0.3.255, In reality the wildcard mask does specify a range in that OSPF
will start on any IP address from 206.202.0.0 - 206.202.3.255. From what
I've seen, the recommended wildcard mask for OSPF network statements is
0.0.0.0 since that ensures that OSPF will only start on that interface and
avoid problems
