Do you have portfast enabled on the end-user ports? They could be timing
out for DHCP before spanning tree brings them up. With your setup it sounds
like you could turn spanning tree off if you wanted. I rarely do because
you never know when someone will create a loop, so I'd recommend portfast
instead.
Also check your trunks to make sure they all have the same native vlan if
you use dot1q. Crazy things can happen if both sides of a trunk have
different native vlans.
