OK, since I have been flooded with requests for TACACS installation
and configuration, I will need sometime to come up with a decent
documentation for everyone.  I would like to see everyone benefit from this 
experience because of the lack of documentation and the pain that I
have to go through. However, let me just say that before reading the
documentation, I assume that you must be somewhat familiar with
Unix/Linux, vi or emacs editor and know how to navigate the unix
directory hiarchy.  Anyone would like to be added to the mailing list,
let me know.

P.S.  Let me just jump into the "paper" CCxx thing just a bit.  The
certifications show that you have a generally knowledge and be able to
learn very quickly.  A year ago, I didn't know what the differences
between a PC and a router are.  I have no networking skills whatsoever.  And 
now, I can configure BGP,OSPF IS-IS, ISDN dial back-up and yes,
TACACS server and NAS.  So, give those CCxx a chance, they are smarter
than you give them credit for.
