John, there have been some good recommendations given here, but I'll add my
2 cents.
For the money, you can't beat a PIX 506. You still need a front-end router,
however, which may add considerably to the price, unless that will be
supplied by the ISP. One other option you might look into is a smaller
router, such as a 1600 or 1700 series that can run the IOS Firewall feature
set. This is a pretty darn good firewall that actually runs on the router
itself, saving money. You could get a used one from E-bay or other, bump
the memory up using 3rd party RAM, and then acquire the correct version of
the IOS.
While Some have mentioned products like WinRoute, etc., these are not made
for a business production environment, which 40 users definitely qualifies.
Other products, such as the low-end products marketed by D-Link, Linksys,
SMC, etc. ($150-$300 range) just won't give you the protection you really
need. There is a reason why these cost a couple of hundred dollars and the
Cisco solution is rather more.
