"they would like" is hardly a technical requirement.  What problem are they
trying to solve?

At a different level, they are free to use the addresses any way they like.
If the question is "can they split into two /21 blocks, advertise them to the
Internet, and guarantee global reachability," ARIN has nothing to do with that.
A /21 certainly isn't guaranteed to pass all provider filters.
