I assume by "VPN" you mean IPSec.  IPSec is supported 
beginning in 12.0 on the 2500 platform, but only for 56 bit DES.  As 
far as I know, 3DES, or Triple DES, is not supported on the 2500 
platform.  This is probably due to the performance limitations of the 
2500.  

The 2500 doesn't have a lot of horsepower, and the 
encryption/decryption process is very CPU intensive.  If you plan to 
have a lot of encrypted traffic go through a 2500, your probably not 
going to be satisfied with the performance.  

There are encryption performance numbers somewhere on CCO, 
but I seem to recall that the 2500 maxed out at about 128kbps 
using encryption.
