"Line protocol is down" could have more to do with your IP schemes. change or reenter ip addressing, verify same subnet. go to global conf. and type IP routing. This may not be your fault so much as it is the routers code. Also, down the interface, bring it back up and wait for 120 seconds. Do a sh ip int brief to verify connectivity. Michael L.
