OK, I think I got it.
/15 doesn't make sense if I want to pick up just a 10.2.0.0 network because
it would also pick up a 10.3.0.0 network.
/16 will work if its the intent to summarize at 10.2.0.0, however that over
summarizes if its not our intent to pick up 10.2.0.0
Therefore the three addresses:
10.2.1.0/24
10.2.2.0/24
10.2.3.0/24
can only be summarized as:
10.2.1.0/24
10.2.2.0/23
