The document in question is:

Using Portfast and Other Commands to Fix Workstation
    Startup Connectivity Delays
    http://www.cisco.com/warp/public/473/12.html

To summarize, there are four issues that can cause switchport startup
delay:

1. Spanning Tree
2. EtherChannel negotiation (PAgP)
3. Trunking negotiation (DISL/DTP)
4. Link speed and duplex negotiation

The solution is to disable these negotiation processes on ports connected to
end systems. The first three can be disabled with the 'set port host' macro
on switches running CatOS >= 5.2. They can, of course, also be disabled
individually. The last can be dealt with by explicitly specifying the port
speed and duplex mode.
