To answer the most basic question, BGP does not depend on IGPs.

And, indeed, there are times where static routes are a reasonable 
part of a specific security implementation.

But what problem is BGP going to solve?  If it's Internet 
connectivity, and you have a company so paranoid about security it 
only wants static routing, there is a mental disconnect somewhere.
