I have a same suggestion as Daniel =)
After you create subinterfaces per vlan on the C2600 fastEthernet interface,
you must issue the encapsulatin command before you actually assign the IP
address.

In my case, that was not the problem.  I was doing InterVlan Routing between
C2600 (with fa interface mod on it) and Cat5505 w/o RSM. After setting
everything right on Catalyst side, I created the subinterfaces on fa1/0. 
The problem is that C2600 did not perform any InterVlan routing.  I changed
the encap type to dot1q, and suddently it worked. Very strange.... Any idea
anybody???
