Ken,
I'd recommend the following:
1) Make sure your routers (memory) can run at least 11.2 enterprise plus IOS
2) Add a 2522 for a frame-switch (or a sim. 25xx router)
3) Add a 2509/2510/2511/2512 for a reverse telnet box
4) Add a 2513
5) Add a cat5k
6) Add an ISDN simulator and the appropriate WICs for your 2621 routers
That should do the trick! Then rent some online rack time for the ATM and
VoIP portion (or dish out some more cash for the voice modules for the
