I'll take a guess and say that it appears that the router can't find an IOS
image to run. I'll further guess (unless corrected) that it appears that you
have the bootstrap image so most likely have the router(boot) code.
Can I assume that you have never seen this router run? That it was in this
condition when you received it?
You might want to verify that there is Flash memory installed and that there
is an image on it. Think that you'll have to boot to router(boot)> to look
around. Might want to physically reseat the Flash stick.
