1. Check for errors, if there are errors on line, have your ISP test the
circuit. The first paste of the show interface showed errors in last 135
hours. Line problems account for 90% of frame-relay problems.
2. Check for any form of traffic shaping on the hub site. If there is
traffic shaping, take it out and see if that clears up the problem.
3. Check utilization on interfaces (sh interface serial 0, then examine
load) on both hub and spoke sites when users have problems.
4. Check routing to be sure that traffic is using optimal path.

Have you duplicated slow responses? How? If you get slow response, where are
you pinging from and to? Do you get dropped packets?
Do you get slow response only station to station, or can you duplicate issue
pinging router to router? Are all spokes having problem?
If you need any more help, send show interface serial x for both hub and
spoke sites. Also show run for hub site. It really could be a lot of things
with what you have provided.
