Cisco is working on the bug for only the per-packet option. This has been
seen on the 6-port CT3 cards only.   The default, per-destination works
as it should...i.e. load balance. And it works fine......Just make sure
that the queueing option is set to FIFO, no ip route-cache, no ip
mroute-cache, no ip route-cache distributed..... on the serials. And
route 4 defaults out via the outbound serial intfs.....Hope this helps!
