Number one rule of troubleshooting is to change one thing at a time. Looks
like we have four variables. BootROM, Flash, DRAM, and IOS image.
I seem to remember that if you put two sticks of 8MB Flash in a 2500 it will
see it as 16. You have to explicitly create a single partition. If you
don't, you can still copy an image to it; but it is unhappy at reboot. Check
for the particulars on CCO.
Try going back to rommon to change your config register to 0x2141 so you'll
come up in router(boot). Check out your flash parameters.
Try show flash summary
or show flash all
from config t
router(boot)#partition flash ...
