What are the error stats looking like on the modem port?
Since DNS works, UDP traffic is passing. How about TCP? Can you Telnet to
something? Does HTTP work?

I have tested the scenario below with two switches: a Cisco 1912XL-EN and a
2924XL-EN
In both cases I had the same results. The switches do not have any thing
configured on them.
