That's allegedly a yes or no question, because it's qualified by the
statement, "If you answered yes to these questions, YOU may have the makings
of CERTIFIED INTERNET ENGINEER!"

That whole site reeks of Cisco's old exam question writers!!!

Likely it was started by disgruntled former Cisco question writers that were
replaced by today's question creators.  Since the former were technical
people without writing ability, they likely got jobs quite easily and forgot
about their website...

It's all so easily explained...
