Looks like a DNS request kicking it off.
Try 'debug dialer' - it should tell you clearly what initiates the call.

Dear Group,
I have a 801 ISDN router: it sends a call even if (apparentely) no ip
request
are coming to.
I've enabled the debug ISDN q931 and debug ip packet.
And I can observe the following:
