I agree with Circusnuts,

Having both books, I find Cisco Press IP Quality of Service ISBN
1-57870-116-3 published in 2001 better than Cisco IOS 12.0 Quality of
Service ISBN 1-57870-161-9 published in 1999 the better of the two.
