The Network never supplies clock on a T1. Clocking is provoided by one of the End Points.
Since you can sync up to yourself when you loop the remote end it sounds like you may have a timing mismatch between you csu/dsu's. You may want to check to see what timeslots each CSU is using. If they don't match up you can get timing slips like you are getting. You also need to set one CSU/DSU for internal timing and the other for line/network timing.
