Ryan,
Here are some ballpark guesses in no particular order. I noted you said no
packets were dropped, but how many WERE marked DE? It's a good time to spot
a potential problem while you're looking in to this.

1) Line errors on either side?
2) More importantly, ethernet errors on either side? (Bad transceiver,
switch port, hub, duplex or speed mismatch, bad NIC, etc.)
3) Are you doing ANY quality of service or traffic shaping on the frame
relay? You could be causing the problem. Some common items are too low of a
priority on TCP based packets (like in a combination voip/data network).
4) Are you also bridging this interface?
5) Routing problems? Have you tried extensive traces and pings from the
workstations having the problem to see if they are losing packets due to a
flap or mis-set route?

Post any snippets you can and I can get more specific. If I had to guess, my
guesses would be ethernet based problems, then QoS or traffic shaping, and
the lowest guess as a routing problem.
