Daniel, One very inexpensive solution would be OpenBSD. OpenBSD is, as its name implies, a derivative of BSD Unix. The entire code base has been audited to close security holes and as the distribution is not of US origin (Canada), it can include cryptography such as SSH and IPSec.
The software is free for download, with nominal cost for the CD's ($30.00US). Get the current version on CD's and a couple of PC boxes and your in business. Even if you buy new PC's the total cost would be under $3,000. Any fairly modern Pentium class (750Mhz or higher) should be capable of encrypting 11Mbps of 3DES traffic.
