Dude, it could be any number of things... Bad card, bad csu, bad circuit, bad software, misconfiguration....
If you have a circuit that is flapping like that, the first thing you should do is call the telco. while they're looking at it, check your configs against a basic config. Make sure nothign silly is going on. Does your csu/mux support snmp through slip? If not, console in and take a look around, make sure you are getting good data. If you are runnign bgp, then I can only assume that you have another circuit to failover to?
