CCO has a lot of documentation but a more user-friendly place to start is
TAC's home
page.
How to find it:

http://www.cisco.com/
[In the middle column under Service and Support choose]
Technical Support Help -- Cisco TAC
      Install& Configure
         TAC Technical Tips/Sample Configurations
            TACACS+

You will be using commands of the form

aaa authentication login default tacacs+ local

Good luck!
