Usually if it completely fails, it's faulty telco equip. Their stuff can freak out (if it's faulty) if it see's all ones (has to do with the 12.5% rule in B8ZS), all zero's (same principal) 4040 is a test pattern the telco sends out. ABCD is another test pattern.
The fact that it works better messes me up! I still say it's a clocking issue, very dirty, old lines to CO (In Boston's downtown financial district, there's a CO only 1/2 mile from most of the tall buildings, but the wiring underground is horrible.
