The MCNS book is very good for introducing Cisco security. The Designing Network Security book is ok, but it will put you to sleep if you have a security background. I definitely would say it's not imperative that you have it. If you plan on pursuing the CSS1 certification the IDS book from Cisco Press is pretty good too.
