Johan, Yes I think you have it right. The hold time is by default three times the hello interval but can be set to any value manually. Per BSCN, "if you change the hello interval, you must adjust the hold time to reflect the configured hello interval." Hold time is sent in the outbound hello, and is kept in the neighbor table of the receiving router.
