It is a combination of device support contract and having CCIE open case. My
experience is having CCIE open TAC case will convince TAC engineer much
quicker. I had that happen many times. e.g. Had one of the RSMs died in one
of heavy hitting .com site at 6 pm, I did troubleshooting and found it to be
hardware problem, opened case, talked to TAC, got rerouted to Australia, no
ifs and buts asked, autstralia TAC contacted cisco partner in bay area at 7
pm, someone drove a truck down to datacenter and brought a brand new RSM
with 128 MB RAM upgrade at 7:45 pm, RSM replaced and up and running by 8 pm.
Generally, they ask many questions and may want to try different things, but
my guess is having CCIE expedited it. I had number of other similar
instances.

If the device in question has Smartnet, a CCIE can automatically go to Level
2 live handoff.  They assume you have done the basic trouble shooting and
CCO research.  Not sure if CCIE gets free TAC support if there is no
smartnet.
