Re your questions: 1 - I think you are correct. In the past candidates were required to configure the F/R switch but I believe this is done for you now. Whether or not you have any access to it is another question...I would have to assume no but I won't know for sure for another 7 days :)
2 - IS-IS routing is one of the topics you may see in the CCIE lab; CLNS routing and other OSI networking protocols are not part of the exam any longer but knowing IS-IS requires at least a basic understanding of CLNS topics (e.g. the NET for one).
