One possibility might be TCP window size. There was a post here a *long* time ago about Internet access speeds with DSL and cble modems. The poster, without making any hardware changes, increased his download speeds by several times via a registry setting (I think it was RWIN or something of the sort, but I just don't recall). The point would be how much download do you get per ACK?
