(a) is a bogus statement as there is no network at 255.0.0.0.

(b) denies traffic from any 10 network to any destination

(a) and (b) would be the same if (a) read:

(a) access-list 100 deny ip 10.0.0.0  0.255.255.255  0.0.0.0
255.255.255.255
