I agree with Joseph Brunner. To compare the two is absurd! The Chinese will use the technology to suppress the truth from becoming known to the people ( peasants to the elite). It is also a good way to find the subversives and eliminate them.
As for the US government monitoring the traffic, I doubt that they plan on killing anyone for their selection of web sites.
