I'd say yes. I just did a recovery on a 2503 that had not been used in ages. When I could not do enable, I power-cycled, broke out of the boot, did an o/r 0x2142 then hit i to reload, bypassing the startup. Set new secret, wr changes, reload. Took like 60 secs.
