The major application of IPIP of which I'm aware is transmission of 
digital TV and the like. I remember when working in the 
Unidirectional Link Routing working group at the IETF, while GRE was 
probably preferred, some manufacturers (Sony for one) needed IPIP.

The ULDR work, incidentally, is why GRE suddenly became a standard 
after being an Informational RFC for years.  One standards track RFC 
can only reference protocols in other standards documents, or define 
it itself.  The intent was to emphasize GRE, but allow IPIP to work.
