Well, obviously, the users are connected to the ISP private ASNs. There are
three of them and I would like to control the exit to my upstreams but I
prefer to configure the BGP attributes in my local routers, instead of doing
it in the remote routers at the user ends.

Currently, all the users are only multihome to one ISP, but there is a
possibility that they will have another upstream to different ISP.
