What's the sho ver say? Sometimes- the FLASH will show in a read only state. There are a lot of little variables that cause this. Assuming you do have the proper 11.0(10c) ROMs and 16/16 FLASH and RAM, you may want to start by wiping or delete the existing image and loading it fresh.
Another option away from the TFTP software would be to make an adjacent 2500 a TFTP server. The command would be- r7(config)#tftp-server flash: Just a few thoughts...
