Richard, I assume no one responded since it's not really on topic for the group. A mail relay isn't a Microsoft thing. It's basically any server (MS, UNIX, etc.) that sends mail to another server. Open relays, or mail servers that don't restrict who can send mail through them, are a huge problem on the Internet since they're widely used for spam purposes.
