Here are some further inputs from my side.
This is a pt -to -pt Leased Line.
The CSU/modem is configured for 256kbps. it shows on the router also as
clockrate 256000 as per below output.

Also when i am saying 320000 bps it only either the i/p or o/p rate and not
the sum of the two.
sample as below
5 minute input rate 312000 bits/sec, 6 packets/sec
5 minute output rate 120000 bits/sec, 5 packets/sec
