Blackhole routing. When you have a Layer 3 VLAN interface, and there are no hosts in that VLAN, then the router shuts down the interface (down/down) because there is nothing reachable on that network (preventing packets from entering the network because they have nowhere to go). What does the 'show logging' display as the reason it went into that state? Are you using a 6509 (CatOS) + MSFC (IOS) or PFC+MSFC SupIOS?
