Yes. Win2k server has an installable service called IAS (Internet Authentication Service) that provides RADIUS authentication. We haven't tried it with router IOS, but it does work with a PIX terminated VPN. However, it does not support LEAP and therefore won't authenticate Aironet wireless connections.
