Static routes do not have "metrics" as dynamic routes do.  You are
correct in stating that the route with the lower administrative distance
is installed in the routing table.  If your static has a lower distance
than the learned route the static will be used.  If you have 2 routes
that have the exact same destination prefix the one with lower admin
distance is installed in the routing table.  If you need the static
route there as a backup give an admin distance higher than 90.  That way
once the route goes down the static route will be installed in the
routing table.

Is there a way to configure a metric to a static route?

One can configure the administrative distance.

I have a situation where i want to have 2 routes in the routing table ,

learned by eigrp and the other a static one

the problem is  even if  i configure the ad of the static with 90 , only

static is installed  in the routing table because it has a lower metric
than
the eigrp learned one
