Obviously your question indicates you are new, as this question has been posed many times over the last 9 months. If you are not new, than might I suggest the Archives as research - provided they are available. :) To answer your question though: The BSCI exam is interchangeable with the CCNP and the CCIP certifications. It was added to /developed for the new CCIP designation, but was made applicable to the CCNP career track too, seeing as the only difference between it and the Routing exam is the IS-IS. It is doubtful that the BSCI exam will replace the Routing exam in the future, though it would make sense IMHO. And yes, you only need take one of the two exams to apply towards your CCIP or CCNP certifications.
