You can't erase flash if it's in use. Config t
boot system rom wr reload blah blah (router loads from boot rom image) router(boot)#erase flash (or change the config register manually then reload) If it still doesn't erase even though nothing is running off it you might try replacing the flash. This particular error message however means that you can't erase the flash while it's image is in use. For some reason I couldn't erase this flash even when I had booted the image from a tftp server, I could only do it from boot mode.
