I would think the far simpler solution WITHOUT disabling spanning tree (which wasn't part of the criteria of the question) is:
DISCONNECT THE SWITCH FROM THE REST OF THE NETWORK. No disabling spanning tree. It can never become the root for the VLAN. Problem solved. Alternative solution?
