Do you have basic layer one working?
show atm int atm 5/1/0 should be a start. Try the various show atm commands.
My atm experience uses the 11.x command set which is quite different from
what you have. You might want to try that older command set once basic
connectivity between boxes is confirmed. There should be some configs on the
docs for the CX-AIP card.
